10. I have also medical charge of the new Government Lunatic Asylum opened three years ago, the management of which requires nothing has been added to my salary. The Lunatic Asylum requires of me one regular daily visit. Often two or three visits a day are necessary.
11. Furthermore, my inspectional duties under the working of Contagious Disease Ordinance have multiplied, year by year, and have now attained proportions not anticipated by me when first I took up my present appointment. This sanitary inspection of houses must remain the same whether the inspection of native brothels is abolished or not. In respect to native brothels, the medical inspections for sanitary purposes have in fact been indispensable ever since my report on their condition in 1874 and 1878. The numbers of these places have also been much increased with the increase of the native population.
12. Within the last few years, the Government has created a Sanitary Department, controlled by a Board. The marked public advantage which has attended this measure has not been obtained without a considerable sacrifice on the part of the Colonial Surgeon, who is, virtute officio, member of the Board, and called upon to make medical inspections and to furnish medical reports for the consideration of the Board.
