Extract from a minute of Mt Russell, Treasurer and Registrar General, handing over these Departments to Int Stewart on 2nd April 1887.

Mt Lockhart has been in the Registrar General's Office for the best part of a year. He has been of the greatest assistance to me in dealing with Chinese matters. He has been, I may say, attending to the supervision of all translation work and inquiring into Chinese cases which have been brought to the office. I am sure you will find him, I have found him, a thoroughly reliable worker, zealous, accurate, and ready to turn to anything requiring prompt attention.
