As the post of Registrar General and Protector of Chinese will shortly become vacant through the promotion of Dr Steward to the office of Colonial Secretary, I have the honour to apply for the vacancy which will be thus created?
In making this application I most respectfully beg to submit for your Lordship's consideration that it has always been held by your Lordship's predecessors in Office, that the officer who holds the post of Registrar General and Protector of Chinese, should be well acquainted with the language and manners of the Chinese, in dealing with whose affairs consists the most important part of the duties of the office.
