State for Foreign Affairs by that Body on the subject of the decision that all communications to be made to Her Majesty's Minister at Peking respecting the Commercial interests of Hongkong should pass through the channel of the Governor of this Colony.

Sir G. Bowen has fully dealt with this question in his Confidential Despatch of 17th September, 1885, that I need do no more than beg reference thereto.
