Mr Russell's report was then read, and some discussion took place without any results being arrived at.
3. On the 25th instant the Bill came on for second reading. Two Memorials were read, one from Indian Traders and the other from small Chinese Traders, protesting against the Bill as likely to interfere very much with their interests, and praying that Counsel might be permitted to appear and state their objections for the consideration of the Legislative Council.
