I have the honour to transmit to you the enclosed tracing of Kowloon showing tinted red the large plot of land which it is proposed to give to the Naval Authorities in exchange for the present Royal Naval Yard in Victoria.
2. The present Royal Naval Yard contains 211,000 square feet, while the area at Kowloon which it is recommended to give in exchange contains 1,329,200 square feet, or nearly five times as much.
3. This large area over the Kowloon brings the money value of the present Naval Yard, the money value.
