"This change, but with a proviso exempting Offices or Naval Service, Officers in the Military or Government Service, Justices of the Peace and special and Common Jurors.
The object of the Ordinance was to reach the criminal classes and to prevent armed bands assembling on British Territory for the purpose of smuggling into China. These exemptions interfere with the operation and will in some way defeat the purposes of the Ordinance.
