I have examined the accompanying Ordinance, entitled "The Arms Ordinance, 1887,"
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
A draft Ordinance with memorandum explaining the objects thereof was submitted to the Secretary of State in September last.
