With reference to the Government order on C.S.O.224 respecting accommodation for short service prisoners, I beg to state that I have

been in communication with the

Surveyor General on the subject, and with him in thinking that the

conversion

of private houses into places

of confinement

on rent is inadvisable. The

Surveyor General

considers that the

most satisfactory arrangement

would be to carry

out a preliminary

instalment of the proposed new gaol

by the creation of a single block or

wing
