I enclose copy of a report

from him,

in which he

quotes the Extradition Act of 1870

and expresses

his

opinion

that

though this Act does not apply

to rendition between this Colony and China, the Government should be

guided by the principle therein

laid down.

At the

same time he

points out that if it becomes known

that this principle is

recognized,

Chinese criminals who had taken

refuge in this Colony might be

induced to commit crime here in

order to be sentenced

by a Hongkong

Court and thereby escape

a severer

punishment if given up

on

requisition by

the Chinese

Government
