In the present instance, on

receipt of your Despatch, I ordered

the various civil and military gamèns

to make stringent inquiries and

to make report

so that I might write to you and have the criminals arrested, handed over, and tried. From an examination of the contents of the

report which all the

that have been received and are enclosed, I find that

the men in question are

notorious criminals of long standing,

guilty of various crimes,

indeed, numerous

to be patent to all and to be well known to St. C. the Acting Governor of Hongkong.

You state in your despatch that the Government of Hong Kong are willing to arrest on behalf, and the various cases which are given against these

trustworthy

evidence. Offenders of this class are

an annoyance to China and to Foreign Countries and differ altogether from thieves. There will therefore

ordinarily be no necessity to send special witnesses to Hongkong, and considerable trouble will thereby be saved.
