the Viceroy of the Two Kwang for the delivery of Forty men accused of committing various crimes in the neighbouring province of China.

I annex copy of a report of Police Inspector Perry respecting the men whose extradition is demanded. It will be observed from the Consul's letter that the information furnished by the Viceroy respecting the offenses committed by these men tallies with that given by the Police here.

3. These men appear to make Hongkong their Head Quarters from whence they make occasional excursions into China for the purpose of plunder which they bring back here with them. I communicated their names to the Consul at Canton. I would gladly hand them over if application in due form were made for their
