On the 2nd instant a meeting was held at the City Hall to consider the best and most suitable means of loyally celebrating the Jubilee of Her Most Gracious Majesty.

A resolution then passed to convert the Happy Valley into a Park to be called the Victoria Park has been much criticised since then, and I should not be surprised if this resolution is to be reconsidered.

The Chief Justice, who presided, suggested that the meeting should be postponed until the community had had more time for consideration of the suggestion, but his proposal was not adopted.

I have the honour to be,
Your Most Obedient,
Humble Servant,
