Orange had the interest in depreciating quality of the cement forwarded by the "Agents" to refer 93 of the 15th instant in regard to the question of the quality of the cement sent from Birkenhead, England but that the circumstances were such as called for explanation especially in regard to the secrecy observed in shipping the samples to the address of Mr. Range.
