I thought that if a suitable local cement was on the market, I would have mentioned it, without hesitation, in the Report, as I certainly thought that if local cement made and tested at home proved to be as good as English make, the local Government would prefer to buy here at the same price and so encourage local industries rather than to import from England.
I regret having been compelled to write at such length but without direct accusation it is extremely difficult for me to know what to excuse, and it is only by inference that I presume an explanation was required of me (in connection with the local Company).
