of Mr Orange who is so deservedly respected here for his truth and honesty. I have no hesitation in

stating grounds for this suspicion Mr. Orange has

the ordering of

a voice in the selection

of cement, and he

must have known I would suffer

no local cement to be used on the

Dam and that Mr. Chater had therefore no prospect of finding a purchaser in the Government. If Mr.

Orange favourable a report to me

was not able to make as

the lists of the cement

of the later

from England it must

have been, in his opinion, due solely

to the fact that the later tests did

not come up to the standard of the earlier ones.

Apart from this the

falsification of tests by Mr Orange would have been difficult, inasmuch

as the briquettes

were sometimes tested

by myself personally at very irregular periods

on arrival at the works without

previous notice to the Resident Engineer.

I am satisfied that Mr. Orange has not been prompted by any unworthy motive in this matter. I

am of opinion that he has been

unfortunate

and unwise

in personally interesting himself, writing home for clinker for his

friends and thus placing himself in the position of having his acts misconstrued. If he wanted to put

his friends

in the way of making

experiments with cement clinker, he should have simply furnished them with the address of clinker maker in England, and left Mr Chater to procure the material for himself without his (Mr Orange's) assistance.
