By a Minute dated the 21st day of December 1886, under the hand of His Excellency the Officer Administering the Government, we were required to make careful investigation into the subject mentioned in a despatch of the Secretary of State dated the 5th November 1886, viz; a Hongkong proposal for setting up machinery for grinding Portland Cement.
The despatch of the Secretary of State forwarded to the Governor a copy of correspondence which had been placed in the hands of the Crown Agents for the Colony by their inspecting Engineers, and requested the Governor to take immediate steps to investigate the matter.
On receipt of the above-mentioned minute, we fixed the first available day and have sat from time to time since, to investigate the matter referred to in the correspondence alluded to.
