grounds for
the imputation against him that in so doing he wished to induce the Government to prefer locally made cement.
16. Orange has always performed his work
in a most thorough and
conscientious manner;
has in
my opinion done
nothing to justify suspicions that
were
entertained
of him
by the
Inspecting Engineer of the Crown Agents.
