The Committee

report that as a matter of fact this question has not

yet been determined.

The Company

is, I understand, still only a project, and, as the Tytam Water Works will be completed next August or

September, long before any cement is manufactured here, supposing, which is still doubtful, that the experiments should ultimately prove

successful, I fully agree with the Committee in thinking

that Mr Orange acted conscientiously and without ulterior motives

in reporting as he did in June last that some of the later cement received from the Crown Agents

was not giving the same result as previous shipments, under precisely
