The London University Examinations, unless they show competent knowledge in all the subjects for any particular Examination, will not be approved. Failure in a single subject entailing failure in the entire Examination at the hands of the Examiners is just what is required to gain a simple pass at the London University Matriculation Examination; while the comprehensiveness of the work for the Cadet Examination is far greater than for the London Intermediate Arts Examination.
A glance will show that the Competitive Examination set to Candidates for Cadetships is ahead of the London University Examinations. A combination of the Mathematical subjects detailed in Table B is a still further advantage in favour of the London University Examinations beyond all that has been alluded to.
Those Candidates who have passed similar University Examinations, as ordinary educational acquirements, will be at par, like equal rank and intelligence.
The distinctive features in the training of Cadets may be grouped under three heads:
1. To pass the Competitive Examination before the Civil Service Commissioners in England.
2. To study Chinese for a period of years (i) at King's College, London, under Prof. Breal; or (ii) at University College, under Prof. Douglas.
3. To become acquainted with office routine by initiation into general work at the Colonial Office in Downing Street for one year, concurrently with the study of Chinese; and by gaining particular local knowledge of such work in the Public Offices in Hong Kong.
Those who have succeeded in the Competitive Examination for Cadetships in Hong Kong have shown that they possess known educational qualifications, intelligence, and liberal education. The thorough efficiency of the Service is intimately connected with China and the Chinese, as Hong Kong is.
