Though I consider the application for preferment premature at this end, I cannot but feel sympathy with the young man.
I beg to forward what I consider a fair comment on this letter to Your Excellency for consideration.
The decision of the Secretary of State, contained in despatch No. 108 of 19th August 1883, viz., that Mr. Hutchison should be placed on the Cadet list, has been referred to.
The same despatch refers to Mr. Hutchison's study of Chinese and his general ability.
I have the honour respectfully to submit his letter to Your Excellency's consideration.
And I beg to be allowed to bring to Your Excellency's notice the fact that though Mr. Hutchison is oppressed with the conviction that he is not fit for promotion, he has laboured hard by study of Chinese.

Though the paragraph of my letter refers to the 6th paragraph of yours, I do not thereby imply that Civil Servants are excluded from occupying posts such as Cadets alone are eligible for.
On the contrary, his reply to the particular reference in your letter will be applied generally.
The application of Mr. Hutchison is most favourable for successfully contesting his claim because he laboured under serious disadvantages: he had already definitely discontinued his study of Chinese.
These were not favourable conditions.
