I regret my letter to you of the 7th of June 1886 adverting to the change in the later consignments of Robin's consent should have given notice to the Crown of the Crown Agents Inspector, so eminently fitted by his experience in this special branch of the profession to say whether he thought this deterioration was due to the effect of the voyage or to imperfect manufacture, and in the latter case to enable him to make enquiry and such representation to Mr. Stinger.

I was pained by the language and tone of his report wherein he alludes to the Officers of this Department as "ignorant" and "acting under a panic."

I may scarcely say there was absolutely no wish or idea to impugn the efficiency of Mr. Stinger's inspections. It was clearly my duty to invite his attention to what appeared to be the later cement having somewhat altered aspect of the same text identical with those that had been previously applied to earlier consignments of the same brand. No complaint was intended to be made. My object would be attained and fulfilled by simply bringing my views to his notice if necessary. I venture to apply a remedy.

I very respectfully submit that it would place me in an unfortunate position in respect of building materials sent out to the Colony, if I could not at all times communicate my views freely and frankly for the information of the Crown Agents Inspector without thereby exposing myself to censure in the event of my views not happening to accord with those of the Inspectors. Therefore, should occasion again arise for transmitting home any observations of mine in this connexion, I should earnestly hope...
