respectively 400 and 500 barrels of cement to be returned upon the arrival of the "Crown Agents' consignments.

When it is considered that the temporary suspension of Public Works for want of cement would entail very considerable inconvenience and delay, I feel certain that I have not acted in opposition to the spirit of Colonel Stanley's instructions in authorizing these occasional small purchases, and as Mr. Price is said to be extremely particular as to the quality of the Cement permitted to be used on Public Works - none but the best is temporarily borrowed or obtained, and Government interests do not therefore in any way suffer.
