I have not thought that I was acting in opposition to the spirit of Colonel Stanley's instructions by authorizing the occasional purchase locally of small quantities of cement, or the loan from the Military Authorities or the Dock Company of a small quantity of this article in order to prevent stoppage of Public Works until the arrival of some shipment known to be on its way.
Thus last year, after the telegrams had been despatched ordering increased shipments of cement from home, the Surveyor-General asked for and obtained authority to purchase locally a small quantity in order to carry on until the arrival of the next consignment, and again on another occasion he obtained authority to borrow from the Royal Engineers and from the Dock Company respectively.
