I have made it obligatory on every purchaser to erect and complete within two months after the sale a suitable native dwelling house or tenement in accordance with the new sanitary conditions prescribed by the surveyor general. The spread of building in the suburbs will no doubt have some good effect in relieving the condition of the thickly districts within the City, but I fear the greatest difficulty will continue to be met in getting the Chinese to move from the centre where their work lies, to any distance away for they do not mind overcrowding, and having no railways or tramways to convey them, would lose much time in coming in to their work on foot - a serious consideration for a labouring man.
