been followed at home of late years in the reimbursement of the dwellings of the people, could be applied to this Colony; and what
Compensation, if any, should be paid to the
owners of buildings

compelled to make alterations.
In considering
this
point
it must
be remembered that building
space, especially in the Chinese
part of the city, is
almost as
a factor of
great importance as
in the City part of London, the difference being
that in the latter
they are
occupied by day
Offices, whilst in Victoria
they are
occupied
by dwellings
by night

relieve the congestion in the more thickly populated portions of the City by the auction sale at moderate premiums and low Crown rents of
small
building allotments in the outskirts of Victoria, thus placing it in the power of
people of limited means
