WE TAKE the fact that many dairies died out to illustrate the far-reaching consequences of not providing adequate facilities for them, who consequently live in fearfully overcrowded conditions with utter disregard of all sanitary precautions recognised in Europe as essentially necessary.

As far as it has yet gone, the Executive Council thinks that the powers proposed to be entrusted to the Sanitary Board by the sections empowering it to make bye-laws are too large and arbitrary.

The Draft Bill has been under consideration of the Executive Council for some time past, and I have marked in the draft in red ink the amendments which the Council considers desirable.

The Sanitary Board will be asked to embody the substance of the more important of these amendments in the bye-laws rather than in the Ordinance itself.
