I have the honour to inform you that, subject to your approval and confirmation, I have appointed Mr. W.M. Arthur, one of the Assistant Masters of the Central School, to be First Clerk at the Magistracy.

2. Mr. Arthur held the said appointment in 1882-3, when the late Mr. Parker was absent on leave, and he then gave the Magistrates satisfaction, so much so that he was recommended by them as Mr. Parker's successor, but I thought that Mr. Grey had stronger claims to promotion.

3. Mr. Arthur has been replaced at the Central School by Mr. R.M. Jameson, as reported in my despatch No. 60 of the 28th instant.
