be counted for pension, and an exception cannot now be made, it is regrettable that neither full nor half pay could have been given up to the 5th of May, but at the same time it is not clear whether there is much to be gained by postponing his retirement to that date, unless such postponement is necessary to qualify for a return passage.

If the date of his retirement is fixed at the 5th of May, he will not, as I understand, be able to count the whole 20 years for pension, in view of the deduction of $275 which must be made on account of leave of absence, the whole being deducted. If the last leave is deducted, the case falls within the leave regulation now in force for the police.

The form for personal particulars should be forwarded for pension purposes, and you should consider how far these criticisms hold good. I may point out that in your despatch it is stated that he is credited with leave of absence on one occasion only, whereas in the certificate he is credited with leave on two occasions.
