I have the honour to report that Mr. W. H. Grey, Clerk of the Magistracy suffering from great mental irritation and delusions that the clerks in his office are conspiring against him.
He is quite unfitted for his duties, and I think, for the post he holds, and I recommend that he should be invalided and retire on his pension.
