I have examined the accompanying Ordinance, entitled
"An Ordinance to amend Ordinance No. 8 of 1879"
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
In the schedule of fees to Ordinance No. 5 of 1879 provision had been made for charging ... survey fees on ... this Ordinance provides for ...
