I have examined the accompanying Ordinance, entitled "The Post Office Ordinance 1887", and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance is a Consolidation of Ordinances of 1884 and No // of 1885.
The attention of the Government of this Colony having been called by the Secretary of State in his despatch
