Junks were to be sunk in sufficient number of packs if an emergency arise, and they point out that any steps which may be taken for providing permanent breakwaters do not obviate the necessity for preparing such a scheme, adoption of which would be the only means of providing the desired obstruction at short notice.

4. If you see no objection, the experiment proposed by Capt. Moore, of sinking one or two junks on the bank and observing if there is a tendency to form a bar about them should be carried out. We cannot impair the size of a junk by another. If so it may fest... in both.

This may affect... as well have it out. If a berth is to be formed without delay.

If I observe that while the harbour master estimates the cost of a loaded junk at £50, Capt. Whitmore estimates the cost at £100, estimating for larger junks than he estimated for by Capt. Thonrett.
