With reference to your letter of the 3rd instant, I have the honor to forward for such observations as your Excellency may wish to make the accompanying reports from the Commanding Royal Engineer and Officer Commanding Eastern Battalion.
I understand the Honorable the Surveyor General has also prepared a plan for a breakwater of a much less expensive character but commencing from a point 1000 yards from Green Island.
