I have to forward
the following report on the question of
Constructing a breakwater on Hallets Bank
in Hong Kong Harbour.
Two schemes are proposed:
1st To block the bank with sunken junks
laden with stones.
2nd To construct a rough breakwater of stone
With regard to the former, it is not distinctly said whether the junk obstruction is to be a permanent arrangement, or one to be provided only in case of Emergency. The tone of the correspondence appears to point to the latter conclusion. In either case, I would suggest the position shown
