und with this view I think it would be better to band the northern end to the East, which of Breakwater more would not involve any great cost.

By leaving the 1000 yards gap at Green Island, the length of the breakwater would be reduced to about 1800 yards and the cost to about $403,200, a saving which would more than compensate for the cost of the proposed new Forts.

I do not think the stone for the breakwater should be taken from Green Island, at any rate without further consideration and communication with the Military Authorities; as to do this would probably be considerable, nor have I entered into the question of cost further than seemed necessary in order to compare the schemes, as questions are more within the province of the Colonial Authorities.

In a defensive point of view it's value would be very great and if combined with the blocking of the channel to the north of Stonecutter Island and with advanced Forts on Green Island and on the South side of the Sulphur Channel it would place the Western Entrance to the harbour in a very efficient state of defence.
