Enclosure R. 27 January

4. I do not know whether the Imperial Government intend to defray the cost of this breakwater. It was understood at the time that the supplementary vote of £60,375 passed by the Council, that this vote was to be final for the Military and Defensive purposes of the Colony (see my despatch N.92 of 25 March 16 reporting this vote). The contribution already voted by the Colony has been recognized as very liberal.

Corrections made include fixing spelling errors (e.g., "Gyreen" to "Green", "Gewra" to likely "General", though left as is due to uncertainty), spacing issues, and some minor reordering for clarity. The original structure and content have been preserved as much as possible.
