Rumsey, R.N., appointed by His Excellency the Officer Administering the Government to enquire into and report
on the recent disturbance in Victoria Gaol.
We met at the Gaol on Thursday, the 3rd instant. Before we commenced enquiry, Mr. Mitchell-Innes, the Acting Superintendent of the Gaol, wished to address the Board to the effect that, if the Board found there had been mutinous conduct on the part of the Prisoners or any incitement to mutiny, he protested against the Board passing any opinion on
