Sir,
With reference to the eleven sentenced yesterday by Wongice and myself to receive eighteen strokes with the rattan for rioting, I beg to state that the sentence should be carried into effect at once.
There are ringleaders and if they are not punished at once, I believe that very serious consequences will follow.
