Minute by His Excellency the Officer Administering the Government

It appears to me to have been an organized struggle for mastery on the part of the prisoners. If they had succeeded matters would probably have become much worse and the enforcement of strict discipline might have been almost impossible.

Refer this paper at once to Mr. Ackroyd for information of the Committee.

It is singular how closely General Gordon's anticipations have been realized.
