5. My first impression was,
I confess that the number
of prisoners who had been punished was unnecessarily large, but it has been urged
and I think with reason, that
the two-thirds of the mutineers who, after repeated and urgent appeals by the Prison officials, eventually obeyed orders, would have found themselves in no better position through their submission than some of those who persisted in disobedience to the last and even offered violence, if any of these men had not received adequate punishment.
