d. Report of an enquiry, made by my orders into the occurrences in the Gaol, by a Committee composed of the Acting Attorney-General (Mr. Ackroyd), the Assistant Harbour Master (Retired Commander Rumsey R.N.), and the Honourable C. P. Chater.
The conclusions to which this Committee have come, after a careful enquiry into all the circumstances, are as follows:
"Upon considering all the circumstances of the case, we are of opinion that the punishment in this case was necessary as an example, and that the Acting Superintendent was justified in inflicting the same. We are of opinion that there was an organized and preconcerted ...
