home and back, at the end of six years, a full month's full pay (= Emmitt's half-pay) is deducted from salaries when on leave, it is a very serious question, what opportunity is afforded to Masters of the Central School, by the Government, for taking the change necessary for their health, so urgently recommended by one of your Predecessors.
In conclusion the Officers of the Educational Department have no desire that they should be allowed two months' Vacation Leave annually, in addition to School vacations; but that this may be allowed only after at least six years' service; as four months' Full pay is absolutely necessary to enable certainly the Junior Masters to defray the expenses of leave, which even under former circumstances exhausted what balance they might with difficulty have saved.
