prepared to sanction the exchange of sites suggested in W.W. Price's despatch of the 20th of Jan (Enc. 3 in your despatch) for the purpose of providing space not only for the extension of the Diocesan Home but also for a new St Stephen's Church School, to be built by the Diocese.

Consideration has been given to the Crown site surrendered by the present St Stephen's Church. No explanation has been found as to why this proposal came to nothing, and possibly we may be able to renew negotiations for carrying it into effect.

3. In any case, I am advised that I am unable to sanction the free grant of the plot referred to herein.

4. It is decided to retain in the possession of Government the neighboring site adjoining the fronting High Street, which is a valuable piece of land. As mentioned in Mr. Price's minute of Jan. (Enc. 4 in your despatch), the proposed plot would, if retained, be an asset.
