Your Excellency will see from the letter of the Inspector General of Fortifications that the Colonial Contribution of £116,000, is not to be exceeded, nor will any of the Main Works of Defence at the entrances to the Harbour be affected.

The cost of these works; and considering this increase, and that the transport of Stores will probably amount to £10,000 to £12,000, it is evident that under the instructions contained in the letter of the Inspector General of Fortifications, some defence works which it had been hoped and intended to execute will have to be postponed.
