I have the honour to submit therefore that there are peculiar and extraordinary circumstances to be taken into consideration in dealing with Mr. Rise's application, inasmuch as he has adopted the very unusual course of willingly foregoing all immediate profit from the fees which he was fully entitled to draw, without stipulating for, or being granted any compensation for such voluntary surrender.
