Police officer had I committed any offence it was the Captain Supt. of Police's duty to investigate and if found guilty to punish me for such misconduct according to the rules of the service, which result would have resulted in a much fairer and had such a course been adopted. I have the honour

Not only myself but the lessee

loss and injustice by his land having been taken from him and given to another and as I understand the whole case is to be laid before your Lordship I beg most respectfully to refer your

Lordships to the finding

on this subject, with a view "exonerating myself from the said connivance, I was said to have had with the lessee which I most respectfully submit there is not one iota of evidence to justify the reprimand which was

administered to me.

If looking to the fact that I have served the Hong Kong Government for the long period of nineteen years, I have in conclusion to ask that
