Department by the Crown Agents
are sent yearly,
and the system

works well, having admitted,
with care
and watchfulness,
of the balance of stamps in the Colony being kept down
to a low figure and to be very rarely
surveyed and verified. I
should propose to make
Requisition for Postal Orders
in April and October of
each year
and will see
that the Requisitions
are kept
as low as
I may
possible. I may mention that the
Entire stock of Postal orders is surveyed and verified
by a board appointed annually by
Government, and all the officers
concerned in their custody
and sale are
under bond.
