Directed by the Postmaster General to request that you will lay before the Secretary of State for the Colonies, the enclosed copy of a correspondence which has taken place between this Department and the Post-Office at Hongkong as regards the precautions which it is proposed to take against the stock of Postal Orders held by the Hong Kong Post Office running short at any time.
