Economizing labour, he obtained the sanction of the Treasury for adopting,

of Hong Kong, the Postal non system of accounting, which will not only greatly simplify the accounts, but will

reduce the sinus

the work connected with

the

despatch and receipt

of mails.

Under this plan, in

of an apportionment mail by mail of the postage collected in this Country, and in the Colony, upon letters and various other descriptions of Postal matter each Post Office will retain the whole of the postage it

collects,

whether in the...

form of stamps affixed in prepayment of outward correspondence,

or money received on

delivery of unpaid inward correspondence.

This Department will either provide or pay foreign Countries for the conveyance

of the

outward mails, and the Hong Kong Post Office will practically do the same

in regards homeward mails, by accounting to their Department, for correspondence sent via Brindisi, at the

Postal Union sea rates,

and also

the

amount

paid to France and Italy

for the Continental transit.
